Harlan Ullman graduated with honors from the U.S. Naval Academy and served twenty years in the Navy, including tours in Vietnam and in destroyer command. He earned two master's degrees and a Ph.D. from the Fletcher School of Law and Diplomacy. He served in the Office of the Secretary of Defense and was Head of Navy Extended Planning. After leaving the service, he joined the Center for Strategic and International Studies, advised Fortune 500 companies, and was elected to several boards of directors. Currently, he is a Senior Fellow at CNA Corporation (the Center for Naval Analyses).
